The Director, Global Value and HEOR is a high-visibility, dual-mandate strategic leadership and hands-on execution role within the Evidence and Value Generation department. This role is directly accountable for defining and executing the global and US payer evidence strategies in Oncology.

The Director will lead the global HEOR activities and strategies in gastroesophageal adenocarcinoma (GEA), preparing the asset for major commercial and reimbursement milestones worldwide. Simultaneously, the Director acts as the lead HEOR partner for a major Oncology asset’s expanding clinical pipeline, proactively embedding payer and Health Technology Assessment (HTA) requirements into ongoing and future Phase 2 and Phase 3 development programs (including earlier lines of therapy, novel combination regimens, and broader HER2-expressing solid tumors).

Operating across both global strategy and direct US operational HEOR delivery, the Director serves as the strategic evidence engine that substantiates the value story developed by the Market Access team. The Director is a key stakeholder in both the value narrative and the IEGP—holding direct responsibility for the payer evidence strategy that validates this narrative through rigorous, peer-reviewed, and commercially compelling evidence assets.

The Director works in seamless partnership with the dedicated EU/INT HEOR team to co-create European and international HTA evidence packages (including EU Joint Clinical Assessment [JCA] readiness), while directly serving as the US HEOR lead in driving US access deliverables (AMCP dossiers, US formulary budget impact models, and Payer Field Team enablement).

The post holder not only needs to be an excellent strategist, but also be a deep expert delivering projects with vendors, and sometimes doing models etc in house rather than outsourcing them. An ability to create a virtuous circle whereby they use their depth of knowledge to inform strategy, and their knowledge of strategy to inform the evidence that we generate is key to long term success.

Essential Functions/Responsibilities

1. US HEOR Leadership & Payer Field Enablement (Dual Mandate)

  • Dedicated US HEOR Accountability: Serve as the designated HEOR lead for the US market, translating US access and reimbursement priorities into robust evidence strategies that support commercial, Medicare (Part B and Part D), and Medicaid access.
  • US Core Deliverables: Lead the direct execution, authoring, and annual updating of US-specific evidence assets, including AMCP dossiers, US commercial/Medicare budget impact models, and state Medicaid submission packages.
  • Payer Field Team Collaboration & Enablement: Partner closely with US Payer Field Team to translate complex HEOR data into customer-facing, interactive economic models, slide decks, and digital tools. Ensure all field materials strictly comply with FDAMA Section 114, 21st Century Cures Act, and FDA guidance on communications with population health decision-makers.
  • US Policy, Legislative, & ICER Preparedness: Monitor and integrate the impact of evolving US health policy into evidence generation plans (e.g., Inflation Reduction Act [IRA], CMS Drug Price Negotiation, Part D redesign). Formulate strategic evidence roadmaps and response readiness for US value assessments (e.g., ICER reviews, NCCN Evidence Blocks).
  • Innovative Contracting & Value-Based Agreements: Collaborate with US Market Access to evaluate the feasibility of innovative payment models, providing methodological guidance on measurable clinical and economic endpoints for value-based contracts and risk-sharing arrangements.

2. Phase 2/3 Clinical Trial & Early Evidence Integration

  • Early Payer & Access Evidence Integration: Partner proactively with Clinical Development Leads, Biostatistics, and Clinical Operations to embed payer-, HTA-, and reimbursement-critical evidentiary requirements directly into Phase 2 and Phase 3 clinical trial protocols.
  • Trial Protocol Optimization: Advocate for value-enhancing trial protocol features, including clinically meaningful active comparators, optimized inclusion/exclusion criteria, relevant lines of therapy, and payer-recognized clinical and functional endpoints.
  • Patient-Centered Outcomes & Label Claims: Collaborate with Patient-Centered Outcomes (PCO) and Clinical teams to integrate validated Patient-Reported Outcomes (PROs), health-related quality of life (HRQoL), and healthcare resource utilization (HCRU) measures into pivotal clinical trials, supporting both reimbursement and potential regulatory label claims.
  • Rare Disease Clinical Evidence Strategy: For rare disease programs, proactively design strategies to navigate small sample sizes, heterogeneous clinical presentations, single-arm studies, and surrogate endpoints by embedding natural history data, disease progression markers, and patient registry benchmarks into trial planning.

3. Advanced Health Economic Modeling Strategy & Execution

  • Innovative Modeling Strategy: Formulate and execute innovative, fit-for-purpose health economic modeling strategies across the product lifecycle (including early conceptual economic models, cost-effectiveness analyses [CEA], cost-utility analyses [CUA], and budget impact models [BIM]).
  • Navigating High Uncertainty & Rare Disease Paradigms: Apply creative modeling solutions to address data gaps, small patient cohorts, immature survival data, and clinical trial uncertainty typical of rare diseases and targeted therapies (e.g., dynamic disease modeling, Bayesian extrapolation, structured expert elicitation, and advanced scenario testing).
  • Global Core Model Architecture: Direct the technical design, development, and validation of transparent, adaptable global core economic models that can be seamlessly leveraged by the EU/INT HEOR team for national HTA submissions and by the US team for commercial and public payers.

4. Payer Evidence Strategy & Delivery of Core Assets

  • Substantiating the Value Story: Formulate and execute the end-to-end payer evidence generation strategy required to substantiate, validate, and communicate the product value narrative developed by the Market Access team.
  • Global Core Deliverables: Lead the direct execution, authoring, and updating of foundational global evidence assets, including Global Value Dossiers (GVDs), systematic literature reviews (SLRs), and global evidence libraries.
  • Collaborative HTA Evidence Support: Partner with the dedicated EU/INT HEOR team to define HTA strategy and co-deliver the clinical and economic evidence foundations (e.g., indirect treatment comparisons [ITCs], network meta-analyses [NMAs], and economic model adaptations) required for European and International HTA bodies (such as EU JCA, NICE, SMC, G-BA, HAS, CADTH).
  • Real-World Evidence (RWE) & Natural History: Collaborate with RWE, epidemiology, and data analytics colleagues to design and deliver natural history studies, burden-of-illness evaluations, treatment patterns, and comparative effectiveness analyses using claims (e.g., MarketScan, Optum, Medicare 100% SAF), electronic health records (EHR), and disease registries.

5. Launch Readiness, Lifecycle Management (LCM) & Label Expansions

  • Global & US Launch Preparation: Lead the HEOR workstream for launch readiness governance; ensure timely completion of core access deliverables (GVDs, AMCP dossiers, ITCs, budget impact models, economic evaluations) aligned with global regulatory submission milestones and launch roadmaps.
  • Lifecycle Management (LCM) Evidence Strategy: Formulate and execute proactive evidence strategies to maximize the long-term value of inline assets, identifying strategic evidence requirements across supplemental indications, line extensions, new formulations, and patient subpopulations.
  • Support for Label Expansions: Partner with Clinical Development, Regulatory Affairs, and Commercial/Access teams to design evidence generation plans supporting sBLA/sNDA submissions and subsequent rapid payer uptake in expanded target populations.
  • Value Defense & Post-Launch Evidence Optimization: Collaborate on the design pf post-marketing evidence programs (including phase 4 studies, post-authorization commitments, and long-term registry follow-up) to substantiate clinical differentiation, defend value against standard-of-care evolution or competitor entries, and support reimbursement re-assessments or price renegotiations.

6. Cross-Functional Partnership, Governance & Mentorship

  • IEGP Stakeholder & Evidence Delivery: Serve as the core GVHEOR stakeholder in Integrated Evidence Generation Plan (IEGP) governance, ensuring that all HEOR and payer evidentiary commitments within the plan are clearly scoped, resourced, and delivered on time across pipeline and inline assets.
  • Commercial & Access Matrix Alignment: Act as the primary strategic evidence partner to Market Access, Brand Teams, and Medical Affairs, ensuring evidence plans continuously anticipate evolving payer requirements and reinforce value demonstration.
  • Regional HEOR Alignment: Maintain an agile, collaborative operating model with the EU/INT HEOR team, balancing global scalability with national submission requirements.
